At present, the popular web-based world WHOIS-queries get details of IP owners and related information from ARIN, APNIC, AFRINIC, LANIC, RIPE,CNNIC, KISA/KRNIC and JPNIC servers.

WHOIS servers operated by Regional Internet Registries (RIR) can be queried directly to determine the Internet Service Provider responsible for a particular resource. Regional Internet registries are components of the Internet Number Registry System. The Internet Assigned Numbers Authority (IANA) delegates Internet resources to the RIRs who, in turn, follow their regional policies to delegate resources to their customers, which include Internet service providers and end-user organizations.


The Regional Internet Registry system eventually dividing the world into five main RIR:

ARIN, APNIC, AFRINIC, LACNIC, RIPE, CNNIC, KISA/KRNIC and JPNIC

  • African Network Information Centre (AfriNIC) for Africa
  • American Registry for Internet Numbers (ARIN) for the United States, Canada, several parts of the Caribbean region, and Antarctica
  • Asia-Pacific Network Information Centre (APNIC) for Asia, Australia, New Zealand, and neighbouring countries
  • Latin America and Caribbean Network Information Centre (LACNIC) for Latin America and parts of the Caribbean region
  • Europe Network Coordination Centre (RIPE) for Europe, Russia, the Middle East, and Central Asia

Before AFRINIC was formed, IP addresses for Africa were distributed by the Asia-Pacific Network Information Centre (APNIC), the American Registry for Internet Numbers (ARIN), and the RIPE NCC.

The China Internet Network Information Center or CNNIC, was founded as a non-profit organization on June 3, 1997.
CNNIC is the administrative agency responsible for Internet affairs under the Ministry of Information Industry of the People's Republic of China. It is based in the Zhongguancun high tech district of Beijing.
CNNIC is responsible for operating and administering China's domain name registry. CNNIC manages both the ".CN" country code top level domain and the Chinese Domain Name system (Internationalized domain names that containChinese characters).
As of January 2009, CNNIC only opens the CN domain to registered businesses, requires supporting documentations for domain registration such as business license or personal ID, and suspended overseas registrars even for domestic registrants. CNNIC denies that it mandates existing personal domain names to be transferred to businesses. Trend Micro suggests this move is still not enough to stop modern security threats from the .cn domain.

The organization was created in 2004 pursuant to Article 9 of the Act on Internet Address Resources (passed on July 30, 2004), and subsumed the Korea Network Information Center, previously a non-profit organization founded in 1999. The president of the organization as of November 2008 was Dr. Park Syung-Kyoo.
In July 2009, two other agencies were merged into KISA: the National Internet Development Agency of Korea (NIDA) and the Korean IT International Cooperation Agency (KIICA).
